It depends what you mean by 'safe'.
Will putting the car in neutral damage the engine? No...when the car is in neutral the two plates that make up the clutch are seperated. Therefore there is no power being transferred to the wheels. However, as there is no where for the engine's stored power to go to you can over rev the engine....which may cause damage if prolonged.
Is putting a car in neutral while driving safe? No....when in neutral you have no power and the car will slow down. This may put you in a dangerous position.
