The ancient Roman Republic indeed provided a basic model of what became the United States republic.

The Roman republic saw the value of balancing power between different sectors of its republic. It was certainly not a perfectly functioning government, however, dividing powers within the government was innovative to say the least.

The American republic was a better one, however, the US Founding Fathers saw the value within the ancient Roman republic.

What element of the ancient Roman government practice was borrowed by political theorist John Locke?

The ancient Roman republic was, on paper, a government where power was shared. The Roman republic was about the best that could be accomplished at that juncture in human history. Their republic was full of faults, however, the "balance of power concept" was a model that could be reworked to attain a more advanced form of government. It could be developed into a system where where the people had a direct voice in how the government should operate. The offshoot of this was the US republic. Flawed as it was, it was a unique and progressive form of government.

What was one of the greatest contributions ancient Romans made to the word?

One of the greatest contributions ancient Rome made to the world was the establishment of a Republic. Although often flawed, the concept of a balance of power in an ancient government was rare if any did exist. The Roman republic had elections for important political offices as one example of good government. The Republic was complete with its written laws that so often were lacking in other ancient kingdoms or governments.
