Yes and no. The architecture of the Wii is based on the GameCube's design using PowerPC processor and ATI graphics. However it is upgraded to roughly twice its processing power. People may say they are practically the same because of the same architecture and the fact that it did not make a huge leap forward in graphics power as the Xbox 360 and PlayStation 3 did.
