Frankly, This is the mechanic covering himself.on a vintage car such as this, there are many different variables that can occur. I'll bet he is just taking a few snapped bolts and stuck bushings into account. if it takes him less time, he will probably credit you the labor. but in short, this is what i would give you as an estimate.

Yes, generally after any major work on a front end a re-alignment is neccessary. Replacement of bushings and control arms could be considered major work.

Replacing just the bushings is fine unless the control arm is damaged or deformed. There is no real reason to replace the control arm otherwise, unless manufacturer specifications call for it. In those cases, though, you usually won't be able to purchase the bushings separately anyways.

The upper control arms can be fairly easily removed, placed in a vice and disassembled. This is not something you really want to do at home. But as easy as it is if you have the time and tools, the dealer will usually talk you into replacing the entire control arm, especially as old as this one is. The holes the bushings fit into wear as well, and the ball joint on it is probably shot too.
