It's normal to find a small amount of shavings that collect on the magnetic drain plug, that's why it's magnetic. If it's the first time you're changing the oil as a new owner, I would say, reference the amount of shavings and next change, check it against the first amount. If it's substantially less, it probably means the previous owner wasn't properly maintaining the bike. In that case, I would take it in to Harley or a local mechanic for a thorough maintenance check, tune-up & a fluid/filter change. If the amount of shavings progressively increase between changes, I would have a mechanic check it out, it's probably something defective, damaged or out of whack that's just going to become worse and more costly with time. So my answer would be: Have a mechanic look it over either way for the piece of mind.
It is located on the RH side Crankshaft Cover.
On newer Sportsters the module is located under the battery. You have to remove the battery then pull up on the rectangular cover of the module on the bottom of the battery tray.

underneath the ignition module cover, horn side of the bike.
The 1999 Mercury Sable computer module can be located behind the passenger side dashboard. The dashboard will need to be removed in order to view the computer module.
Under the seat, beneath the left side cover on the inside of the plate, (the module is on outside).
Air bag module is in center councle on floor. Trim panel must be removed to gain access.
