In the US the constitution states:
"No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census of Enumeration herein before directed to be taken."
Since the Census of enumeration also specifies the number of representatives a region has, this ensures that direct federal taxes are not levied except on those people who have representation. Whether the same applies to state and local taxes is a mater of state and local governance, and (of course) this does not apply to indirect taxes such as sales taxes.
DC residents are taxed as are other US residents yet there are no voting Representatives and no Senators at all.
Duh! The colonists felt that they were still British Citizens & thought that they should've had ALLof the rights of a, well...Citizen. One of those rights were "Representation in Parliament" WHICH they were NOT given even after YEARS of trying!

The colonists were mainly upset about their lack of representation in Parliamentary matters. Given that they still had to pay taxes to the Brittish empire, there was a prominent saying of the time that was sparked from this contempt: "No taxation without representation."
I still think the revolution would have happened, our founding fathers were not just unhappy with taxation without representation but with being ruled by a country and king so far away, and that the resources collected here were used for the betterment of England not America.

Sure, it is not illegal to own a car without a licence and therefore is not illegal to insure a car without a licence...but it is still illegal to drive it.
