DS flashcards are illegal in some countries, the UK is one. In other countries it is legal as long as you use it for legal purposes such as homebrew software.
For example, there are about 800 different freeware / home brew games and applications that are available for you if you have the r4 ds from various places which categorize and list all of the freeware ds games. Not all of them are great games, but a good many are... but then the same can be said about games you get for the DS from Walmart - some rock, others...well...not so much.
Whoever typed no in should have said more. Anyway, I don't think R4 is Illegal cause i have one and i have lots and lots of games but no police has come to my door yet so in my opinion (imo) i really don't think you have to worry about it.
R4 cards are technically illegal . But you never know there may be a legal loophole (upon there probably is).
Honestly I think as long as you dont download anything you didnt buy dont worry about it.

As long as you only put games that you own on the R4 chip, then it is legal in the US. However, other countries have banned it, such as the UK, France, Japan, Germany, Australia, Italy, Belgium, and the Netherlands. Usually though, they target retailers, so users who buy the cards should be fine in most circumstances.

I think so. R4 is a chip that allows you to download games for free from websites. Think about it. The game company spends lots of time and money creating the game, and people who use R4 just get it for free. It's not that fair, is it? And the sites that give out the games to download onto R4 can be caught, and in an effort to save themselves, they can give out who downloaded it, and the police come a-knocking on the door. You don't want to gamble with the law, do you? But it's your decision- we're just telling you some precautions, and facts.

That is a very good question! The device you mentioned is a flash cart which is COMPLETELY LEGAL! You can use it to play homebrew or play backups of your games. You can even turn it your ds into a phone! The backup part is tricky part because downloading roms are 100% IILLEGAL.

It is illegal in some countries, like the UK. You cannot import or sell them there. In other places, the R4 itself is not illegal but many of the things you can do with it, require you to break the law, usually the DMCA. It is not illegal in most other European countries (except the Netherlands), nor the USA or Canada, but they are illegal in Japan too. Every kinds of r4 cards are made in China, they are legal in China.
