No, the right to a trial by jury is in the Sixth and Seventh Amendments, although the Sixth Amendment is invoked more often because it pertains to criminal trials. The Seventh Amendment only applies to federal cases because this part of the Bill of Rights is unincorporated (not applied to the states). Also, the minimum "value in controversy" in federal equity suits is currently $75,000, not $20.00.

In suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise reexamined in any court of the United States, than according to the rules of the common law.

No that is the 6th amendment in a Criminal Trial, and a 7th in a Civil Trial (but that right, in civil trials, has been taken away).
