For most companies it's 59 minutes from the time you rented.....(check with who you rent from)
Example if you rent at 1:00 on Wed for 1 day your car is due back by 1:00 on Thursday.
if you return at 1:59 you are not charged any additional fee's but if you return at 2:00 then you are charged an extra hour per hour the 3rd hour is a full days charge.
Note: rental car companies don't take waiting in line, ie caught in traffic etc as cons, that's what the 59 mins are for.
