YES. There is a duckbill valve that goes in the tank on a 2" piece of fuel line and exits through the top of the tank and tucks in next to the tank.
If the gas wont go in, try running it in very slowly. If it will go in slow, then the tank vent system has a problem. Check the vent tube and canister for a possible clog.
yes it will run with a broken vent, but the check engine light may come on because of tank pressure, and you may leak a bit of gas.
The easiest way to replace the gas tank vent valve on 1994 BMW 325i is to replace the gas cap. The vent valve is attached to the gas cap and is easy to find through the dealerships or online.
No it should not. You in all probability have a defect float in the carburator. If you overfill the gas tank it can cause gas to come out of the vent hose.
fuel vent valve is on the top of the gas tank
you have to be more specific but a gas tank vent solenoid is usually underneath the vehicle by the tank. The charcoal canister vent solenoid is on the charcoal canister in the engine compartment. Both are replaced with a screwdriver or sockets. (Charcoal Canister and Vent/Purge Solenoid on this vehicle are located in front of the gas tank. Mounted to the gas tank and frame under the drivers door.)
