short the top to the base, either by covering with aluminum foil or wrap a bare wire round and round the base then up to the top with the plug ON. or short the plug on the harness wire to ground.

This is a common problem with the Celebration Edition (or so I'm told). There is a small array of lights around the edge of the display and when they go out, you need to basically remove the dash to replace them. The part is about fifteen bucks, but the labor is 2-300. Awesome.
