No there is not and the dealer definitely will not do it.
You really can't turn it off. They sell bypass kits, but the passlock system has to be working in order for the bypass thing to work.
There are a myriad of possible "solutions" available. If you are even just a little bit technically savvy you can with a little bit of effort disable and or bypass the "passlock" system. Just Google Chevy impala passlock disablement or Chevy impala passlock bypass. There are several ways to do this and it would be better for you to read all the information available and arrive at your own decision. This seems to be a "VERY PREVELENT PROBLEM"
how do you bypass passlock system
The ignition module on a 2002 Impala is located in part of the electrical system. In some cars, the module kept the car from starting. When the key was turned there would not be a clicking noise. The module works with the passlock system of the car.

Yes,many vehicles come with factory installed alarm systems.GM sells the PassLock security system for example.
See PASSLOCK on page 2-17 of your "Owner's Manual" under section 2 Features and Controls; Theft-Deterrent System.
You don't. GM products have a passlock system that will prevent starting without a key unless you really know what your doing to disable the system. Best bet would be take the registration in your name to any Chevy dealer and they can make you a new key from the vin#
Your vehicle has the PassLock system, not the older PassKey. In the PassKey system there was a resistor pellet in the key that would go bad. In PassLock, the guts of the system are behind the lock cylinder. PassLock has almost a 100% failure rate and the way to fix it is to replace the lock cylinder assembly. I've attached a post link that describes what you need.
The BCM (Body Control Module) of the Passlock system is malfunctioning. It will need to be replaced. I just had it done to my '03 Impala.
