Behind the right rear panel just under the blower motor itself. It has red and black wires that plug to the motor and to other clips that clip on it
The blower motor resistor pack is accessed from inside the vehicle, not from the engine compartment. Exactly where it is I cannot say. Follow the wires from the blower motor and you will find it.
The Heater/Blower Relay is on the blower motor housing under the dash in the passenger compartment on 1999-2002 models
The front blower should have a resister to change the speeds. It is usually mounted close to or on the back of the blower motor.
The relay for only the high speed blower function is located in the fuse and relay center under the hood. The resistor for the blower motor lower speeds is located under the hood, passenger side, on the firewall close to the blower motor.
It sounds like the blower motor resistor is bad it is on the passenger side above the covering for the blower motor. The G.M. # 89019088

Looking in the rear hatch of the Tahoe- it is behind the passenger side trim panel in the hatch area. You have to remove a couple of trim pieces around the tailgate, and the passenger-side rear window from the interior. Then you will see the blower motor and all of the other goodies.
