In an emergency situation, ANYONE, even someone who is not baptized, CAN baptize anyone if they intend to do what the Church does when she baptizes. That being said, a Catholic deacon MAY baptize a baby legitimately for the Church. In the second case the deacon is acting as an ordained minister and fulfilling his function as such.
The two kinds of deacons (they are not really different "kinds") are transitional and permanent. A transitional deacon is a man who is ordained deacon while on his way to being ordained a priest, a permanent deacon remains a deacon. The later may be married when they are ordained. Neither may marry after ordination.
Deacon and minister are just titles within a church. Once you are ordained you technically hold all of these titles and can perform all of the duties, but can specialize in one at a time, often your church will appoint you to such positions sometimes in a hierarchy. In the Eastern Orthodox Church, a married man can become a deacon or priest, but if he is ordained as a deacon or priest while unmarried, he cannot get married later. Celibacy is required for any position higher than priest. In most Protestant denominations, any member of the clergy can be married.
The role of a permanent deacon is that they remain a deacon and do not move on to becoming a priest, bishop, etc. They can minister some sacraments and can celebrate mass, but their main role is to help the church, community and charities- through the church. They work for the church.

Whether or not Catholic deacons get paid depends entirely on what their job is. A deacon in a parish may get paid depending on what he does for that parish. A deacon in a monastery would not be paid, any transitional deacon would be paid if and while he was working in a particular job, but would not be paid just for being a deacon.
A master of ceremonies at Mass must be a priest, or at least a cleric (deacon). As only men may be ordained, then that would rule out a woman being a master of ceremonies.

Deacons are ordained to the ministry and service of the bishop (as opposed to being ordained to the priesthood). Their primary responsibility, then, is in assisting the bishop in the governance of the diocese. They are often involved in the administration of the Church's resources, with a special consideration of the needs of the poor and vulnerable. Deacons also are called upon to preach and to assist in the sacramental ministry of the local church. Though their primary ministry is normally supra-parocchial, each deacon is resident in a local parish and may assist there.
