Sure, it can be done by somebody who rides the brake. It can also happen if you didn't turn the rotors and just pad slapped it instead of doing a proper brake job. It could also happen if your rotors have gotten rusty from sitting. I left my Mustang sit for a year and a half. It had good brakes before but the rotors rusted so badly that the pads only lasted about 2000 miles before I was metal to metal.
Possible problems are: faulty or poorly-adjusted brake light switch, faulty turn signal switch, dirty or corroded electrical connection, disconnected or damaged brake light wires or even burned out bulbs.
Possible brake line leak
Lets say you do not have ABS. If that is the case, is it the front or the back brakes. If it is the back brakes, then it is possible that the brake springs have to be changed, that is of course if you have drum brakes. If you have 4 wheel disk, then its another problem, possible the brake equilizer valve has to be replaced.
Spongy brakes are usually an indication that there is air in the brake lines. It is also possible the brake fluid is low, so check that first.

The brakes will not work correctly! From there it depends on in what way it failed.Failure can:Cause the rear brakes to not work at allCause the rear brakes to lock uncontrollablyCause the brake fluid to leak out.And if its just sticky cause a nasty combination of the above. My Renault Fuego had to have the bloody poorly designed valve repaired about every six months. It shut off the rear brakes when it failed.
There is no air brake endorsement. If you do not pass the written air brakes test AND complete your road test in a vehicle equipped with air brakes, then you get a restriction which prohibits you from operating an commercial vehicle which is equipped with air brakes. It is possible to have a Class A CDL with an air brake restriction.
