There is not any particular reason as to why tobacco factories are banned. The most likely reason is due to the profit that they make each year.
Cigarette ads were banned in UK on August 1, 1965. Although there were still some commercials on loose tobacco and cigars until 1991. Also non television advertising were still allowed until 1986 when they became under stricter guidelines.
Not at any stores, but at tobacco outlets depending on the state you live in. Some states sell them at tobacco outlets.
