well u may go to court for one to get custody of child and then the child visits the one who does not have custody every weekend (or when ever chosen).
Relinquishing one's parental rights does not terminate one's child support obligation.

You can't relinquish your rights unless your "person who has the children" wants you to do it. If she/he does, they can file for a Termination of Parental Rights.
