The blowerfan switch is removeable from the climatcontrol pannel mine was black you don't have to replace the whole pannel my problem was finding the conecter or plugin mine was burnt I heated the old one with a torch and removed the wires with the clipends still on the wires and slid the wires on the pins in the new switch it was a seven wire connection with only six wires
Remove the heater control switch decorative cover. Remove the retaining screws. Remove the wiring harness. Reverse the process to install the new switch.
From Den052 auto mechanic easiest way is to go to junkyard and remove part of the harness and maybe the switch if it is still good. Splice and replace as necessary. Keep in mind, check heater motor draws too much amperage and will burn out new switch. Usually the case!!!!!!!! Install new heater motor too (real common problem).

If you are talking about a wall switch for the heater, check to see if the heater has its own internal thermostat or switch as this might be in the off position and not allow the heater to turn on. If you are talking about a switch on the heater itself, then yes in all probability the switch is not working.
Could be just the switch (the button you push). To check, pop the center portion of the coin holder between the driver and passenger side seat heater switches. On both opposing short sides of the switch there is a clip that need to be pried open to allow the switch off of the harness. Just swap the good switch over and if it works, order a new switch.
Unfortunately it does not unplug from the switch. Follow the harness down the column and you will see where the harness disconnects.
The Switch can be removed by gently prying under the switch flange with a small flat head screw driver. Take care not to damage the door panel. The switch should pop out fairly easily. The door panel does not need to be removed. The swith can then be separated from the wiring harness be simply depressing the orange tab on the harness socket. Plug the new switch into the harness and reinsert the switch into the top of the door panel.

The heater resistor is quite simple to change. Unplug the wiring harness from the heater resistor. Remove the heater resistor retaining screws. Reverse the process to install your new heater resistor.
