I think the question is whether or not to mix the base coat WITH the clear before applying. It will defeat the purpose of the clear coat as a UV protectant to the base coat. You can do it but I certainly would not recommend it.
Use a urethane based paint for the base coat and don't forget the clear coat afterwards. Also remember the painting area needs to be well ventilated and wear an organic respirator.Good luck and be safe!

if you put a oil base floor sealer over water base you will find the top coat will flake and peal off your new floor. You need to wait 30 days before applying the oil base sealer to reduce your chances of peeling.

Urethane Paint is a strong and durable top coat finish which dries to a sturdy gloss finish. It is a 2 pack finish and is often used on boats and other leisure crafts or industrial applications. Most restrain from using it on automotive applications as it allows for no depth in your finished coat. By using a base-coat and top-coating with a 2 pack clear you obtain that extra depth which is usually desired. However if you wanted to go cheaper and did not care about that look than there is no problem is using urethane 2 packs in cars. Hopefully that helps

If it is single stage paint then no if base coat then yes....
If there are scratches on the surface before you clear coat, the clear will not come out smooth. If you are spraying new clear coat over an old clear coat, the entire surface must be wet sanded with at least a 600 grit wet/dry paper so the surface is rough enough to accept the clear. If you are spraying new clear over an new base coat, the same techinque for prepping the surface will be necessary if the base coat has dried.
