If you are referring to the time of WWII,the Germans did not"invade" Rome. Italy,of which Rome is the Capitol was an ally of Germany. The Axis Powers were Germany,Italy and Japan. The Italian Army was comparatively weak against the Allied Powers(U.S.,Britain and many others).In order to support Mussolini-the Italian dictator-Hitler sent a great many German troops into Italy at Mussolini's request. In fact at one point Mussolini had lost his grip on power and the German military saved him and re-installed him to power.
Only Mussolini can tell us for certain, but we can guess that it was his relationship with Hitler, and his childhood (He stabbed a fellow classmate with a pencil, due to his anger) that lead to him wanting power. or simply he wanted to make Italy great.
