Sometimes pressure from the steering wheel lock will keep you from turning the key switch, try wiggling the steering wheel as you attempt to turn the key.
Look and see if it is driving anything else. As far as driving it without a belt, I would not advice you even attempt this. The steering would be extremely difficult and it would be dangerous. Buy a new belt and install it.

Defective horn switch in the steering wheel or short in wiring. If the car has an air bag, do not attempt to repair the steering wheel horn switch. Take it to a professional. Serious injury can occur when working with the SRS.
If you are refering to the one on the steering wheel. NEVER NEVER NEVER attempt to remove the wheel cover, there is an explosive air bag in there and it will hurt you bad.......... See your GM service for anything on the steering wheel.
Try moving the steering wheel left and right then attempt to turn the key.
You will need a power steering pulley puller. It is designed to remove and install the power steering pulley. If you attempt to remove the pulley without it you will probably damage the pulley or the pump or both.
If damaged it will need replaced. There is no good way to repair. Any attempt to fix will fail and causr a fliud leak.
