Q: My 1991 Colt will not turn over or start but when cables are used it starts with ease when removed it will not start It has a new battery and cables and a new starter relay switch What could it be?

If the engine will not even crank, then suspect a defective battery or starter. Start by removing both battery cables and cleaning the cable connections and battery posts. Reconnect them and see if it starts. If not put a battery charger on the battery and fully charge it. If it will not accept a charge is is defective. It the vehicle starts then you may have a defective alternator. If the battery is good and it still will not start, suspect a bad starter. You will have to remove it and have it tested.

I would start by checking and cleaning the battery cables.Might be something as easy as that. Also I would try hooking up jumpper cables to the connections under the hood. this would elimanate the battery and all cables from under the rear seat. If it starts fine with jumpper cables trace it backward to fine bad cable. now the bad news,if none of this helps it is most likely a bad start solinoid witch is mounted on top of the starter. More bad news the starter is under the intake manifold.This is a a job to remove the manifold and injectors and wiring to get to the starter.Hopefully the lose or dirt battery cables fixes the problem.
