Fuel reset is underneath the right kick panel, behind glove box, maxi fuses #3 under hood in the power box and also has fuel pump relay #6 in power box
start explorer press setup when it comes to engine check push RESET it says new oil push and hold reset it busses and it is reset until next oil change

If you are getting fuel and it will not start you have no spark.
It is getting fuel/spark/ compression?
if the motor is spinng over then starter is ok
my 94 explorer had an anti-theft device and now i must cycle the door locks to the open position with the key fob to get it to start!it also works to remove negative at battery to reset system- then start like usual.

the fuel reset switch is under the passenger side kick panel on the firewall you have to pull off the plastic panel to get to it.
My old '01 ST wouldn't start without pushing a reset button under the dash. It started when my battery died one winter from the cold. Check to see if you have a reset button, it'll be under the dash under the steering wheel.
It means you aren't getting fuel to the motor but you are getting spark.
