Check the temperature at the radiator when hot Cooling fan is designed to come on only when:A/C Compressor is on (either during cooling or defrosting) orwhen coolant temperature exceeds 235 degrees Fahrenheit
If you have replaced the relays in your 1997 Toyota RAV 4, the engine cooling fan may not come on when it is supposed to because of a failure in the wiring, the thermostat that sends to the fan, or the fuse for the cooling system.
No try the starter relays first you will find them in the front driver side

Diagnose it, and make your repair based on the diagnosis. The problem is most likely electrical... start with any fuses and relays, and work your way from there.

The fan motor and relays do go bad.
first you need to make sure both of your fans work by doing the following step 1- unplug your collant temp sensor and start your car, if the fans run, then replace coolant temp sensor, step 2- if the fans do not run check the relays that are located in the fuse box under the hood, their are 2 of them, step 3- if relays are good and the fans are not coming on while the coolant temp sensor wire is unplugged and the car is running then you fan motor needs to be replaced
