Since the fuses are ok the next thing to check on the Honda Civic will be the windshield wiper system. The pump may have failed and will need to be replaced if broken.
Probably not , but check the owner's manual, it should list it, if it's there.

I would first check the nozzel, it might be clogged. Check and listen if the pump is working. You should be able to hear it pumping. Check the lines from the resivor in the engine compartment back as far as you can. If pump is not working it might be a fuse. Hope this helps!

I have come across the same kinda issue many a time. First thing to do it check wether there is water in the Wind Screen Washer water tank. One should also check that , if your poring in the water, check wehter it remains in or leaks!! Also check on the Fuse that makes the Wind Screen Washer work. Fuse is F9 in car. If rear washer works its not the fuse as both front and back are on same fuse. Operate washer with ignition on but engine off, you should hear the pump(motor) running, if not then start there. Unfortunately its part of the washer reservoir system so means removing front wheel and arch liner to access it.
Check the coolant level Check to see if the cooling fan is working (should start when A/C is turned on)
When the battery light is on. That means your charging system isn't working. You should have your system check. It will drain your battery.
If washer fuse is blown replace it first ,still washer not working ? One can check motor by following method unplug motor from Engine wiring and connect to separate 12VDC supply from Engine Battery if it does not moved throw & get new one. Maxmagic
Need to check the pump in the bottom of the reservoir, It's stopped up or just not working.
Should be the same as the wipers--Check to see if you are getting power to the washer pump - if so could be a bad washer pump
If the fuse is working, then check the bulbs.
