well, first you need to ask yourself, are you properly taking care of it?
Are you using water conditioners to remove the chlorine?
If not this could create a fungus that grows between the neck and arms.
If you see this on your turtle, go to the nearest pet store, find a worker and tell them the situation and ask for the best product for this.
