You should have called the police immediately. You can still file a police report, animal cruelty is a criminal act. A misdeameanor, but still a criminal act. Even if you have no proof, you can still file a report so that it will be in the police records in case he does it to someone else's dog, there will be a record. Was the dog trespassing on his property? If so, he was still wrong, but can claim the dog was going to harm him or his animals. My advice, in the future, keep your animals fenced in, or in your home, keep them safe, people are cruel and crazy. Sorry about your loss, he'd better be glad he didn't hurt my animal because he would be calling the police on me. Good luck.
