The Idle Air Control valve is located on the side of the throttle plate. Normally the only problem they have is getting gummed up and need a good cleaning.

Most Buicks have a 3800 engine, (it'll have a big 3800 on top of the engine) these have three different filter locations. one being in the wheel well and you can access it behind the front, passenger side tire. The other two locations are on the front of the engine or underneath the engine right next to the drain plug. You will need to get underneath the vehicle for these two locations.

You can get these parts at a junk yard. There are a variety of "You pull it" type places where all you need are some tools and you pull your own parts from junkers. This is way cheaper than just buying a part used.
If the check engine light is on you should take it to a shop or an auto parts store that will scan if for you. they can often tell you what is wrong and even what part you'll need. The two most likely parts that come to mind are the AIT Sensor ( Air Intake Temperature Sensor) or the Idle Air Control Valve. When these sensors aren't working it causes the engine to either race and rev high or for longer than normal or not idle high enough and want to cut off until the engine is warm.
