No only the blower.
A 1998 Cadillac Deville does not have a blower relay. The system has a fuse and a controller to feed power to the blower motor.
The blower is controlled by the blower switch, blower resistor, and relevant power relay.

The blower motor relay for high speed would be located in the power distribution box under the hood.

If there is current going through the wire to the blower switch, try bypassing the switch with a jumper wire. If the blower motor works, then replace the switch. If the blower motor does not come on, then you probably need to replace the blower motor.
Where is the blower motor relay at.
When the blower motor stays on it means there is a short to power, or the relay is sticking. 99.9% of the time the relay sticks. I belive on the 2004 silverados the blower motor relay is internal to the blower motor resistor. Try to find an auxillary blower motor relay and if there isn't one then replace the blower motor resistor.
when the relay is working, it's energizing the blower... jump power to the motor, (be the relay!) to see if the blower works... also, listen to see if the relay is clicking "on" when you turn the switch on the dash(could be a switch) good luck d
The Heater Blower Relay on a 1993 Ford Explorer is located in the Power Distribution Box. The PDB is in the engine compartment, mounted on a bracket attached to the right fender apron. The Heater Blower Relay is one of six relays, the first relay on the upper left.
