Yes, most new cars have a limiter that you have to buy a high performance program from the aftermarket to reprogram the computer to override it.
Go to a dealership or certified maintenance shop, and have them change the ECM controls.
There isn't a governor. There is a REV limiter that cuts fuel pressure back at a preset speed. You would have to reprogram the computer to override it.
It is not recommended by the manufacturer to remove the speed limiter on a Fiat Doblo. The speed limiter is installed for the safety of the vehicle operator.

With speed limiter ive had it up to 68 and that's stock how it came so my guess is with out a speed limiter around 80-90
