It sounds like you may have 2 problems. Your back has oil glands especially your upper back. It's most likely "backne" acne on your back. Have someone use a cotton ball soaked with any of the following, benzoyl peroxide, salicylic acid, glycolic acid or alpha hydroxy acids sipped on your clean back. Available OTC or by presciption strength. If that fails a retinoid like Differin or Retina-A by presciption. Keep area clean and hair clean & off your back until clear. On your upper arms you may have blocked hair follicles called folliculitis. Try exfoliating with a scrub to free up the hairs. Keep area clean & dry. Tight shirts make it worse by pushing hair back under skin. Clean area with hibecleans, available at drugstores. If that fails, you may need a Dr's Rx for an antibiotic such as minocycline which kills the Staph found on skin. The hair follicles can get infected from the inflamation.
