Re adjust both the throttle cable and the idle cable. The Idle cable probably needs to be backed off just a bit.
Broken/disconnected throttle cable
Throttle cable may possibly have an obstruction.
Most likely its the throttle cable, if not I would check the linkage between the gas pedal and the throttle body.
Check for a vacuum leak or sticking butterfly valve at the throttle body, or possibly a sticking throttle linkage or throttle cable.
Sounds like the throttle cable is broken.
You might need to change your throttle position sensor.
More than likely your problem is the throttle body. More than likely your problem is the throttle body.
Could be a bad cruise control modular. If it idles really high by itself make sure the throttle cable is routed properly if it isnt perfect it will keep the throttle open
Check the vacuum hoses for leaks or cracks to start. Make sure that the throttle return is allowing the throttle cable to return back to the "rest" position.
O2 sensor(s) needs replaced.

Have the computer scanned for trouble codes. The problem may be a bad Throttle Position Sensor (TPS) or Idle Control Valve (ICV).
