Replace ECTS and clean the throttle body
On the front side of the throttle body on the left side is a air valve with 2 tork screws. Remove it and clean the carbon out with gumout spray or replace it. That is the fast idle valve. that is why when you start your engine it revs and idles down.
If the engine idles and revs up okay in neutral, it is likely the torque converter clutch lock up solenoid.
I would first check the transmission fluid level.
I also wish someone would answer this question as my 1997 Ford contour does the same thing. It shakes and vibrates very bad when it idles and it idles really low. They set the idle up to make it so it wouldn't die so now when I start it it revs up really bad then it idles down then it idles down to low and shakes I also wish someone would answer this question as my 1997 Ford contour does the same thing. Try changing your pcv valve. if that dont work it could be your mass air flow senscer or throtle pasistion senscer
Pro: you are able to change gear when your engine revs are different from your transmission revs. Con: when torque is high or the difference in revs (see above) is too big, it will slip.

Vacuum leak?
Nothing funny here....bad clutch disc.
If the boat idles fine and revs fine in neutral in the water and idles fine on the trailer, however has no power when you stick it into drive and give it some throttle a common problem with some of these early Mercury V6's is in the stator. The only way to fix this is to replace the stator.
you are stepping on the gas peddle too hard
it depends on the engine. generally it boosts the performance at high revs
