Please understand that the Catholic Church can not allow or disallow anything except what is permitted by God. The Church is incapable of ever changing Her teaching as Her teaching is nothing less than that of the revealed Word of God. The norm being addressed by the Holy Father was summarized by Pope Paul VI in his Encyclical Letter Humanae vitae when he wrote: also to be excluded is any action which either before, at the moment of, or after sexual intercourse, is specifically intended to prevent procreation--whether as an end or as a means."

The Church, and the Holy Father, have always held fast to the consistent teaching of the Church in this regard. The Church has never taken her morality from what "people are doing", as, obviously, people are sinful, are born with original sin, and are living in a fallen world. The Church's mission is to present them with the alternative so that they may hope to win to heaven through Jesus Christ.

The Holy Father, in addressing the evil of prostitution points out that the use of a condom "with the intention of reducing the risk of infection, can be a first step in a movement towards a different way, a more human way, of living sexuality."This affirmation is clearly compatible with the Holy Father's previous statement that his is "not really the way to deal with the evil of HIV infection." ... This is NOT the so-called theory of the "lesser evil." ... An action which is objectively evil, even if a lesser evil, can never be licitly will. ... The Holy Father did not say - as some people have claimed - that prostitution with the use of a condom can be chosen as a lesser evil. the Church teaches that prostitution is immoral and should be shunned.

Bottom line - the Catholic Church can not and never will "allow" condoms, for any reason. the Catholic Church does, and always will, teach conformity to the Will of God. Nor can the Pope allow Birth Control for any reason. Church teaching remains unchangeable and not even the Pope can change infallible teachings.

Roman Catholics already use condoms and other forms of birth control to a considerable extent. Unless the Church wishes to become entirely out of touch with ordinary Roman Catholics, it must find ways to continue down the path of acceptance.


The evidence is that the Catholic Church is open to acceptance of birth control, at least in very restricted circumstances. Pope Francis has indicated that women exposed to the Zika virus may be permitted to use contraception to avoid pregnancy.
