In many cases, the "less fortunate" nation is primarily responsible for its own problems; look at desperately-poor North Korea for example, and compare it to neighboring South Korea. Same Korean people; same Natural Resources. NORK is totalitarian and starving, while the ROK is relatively free and very prosperous.
Or compare prosperous Rhodesia, the breadbasket of Africa, to the disaster that Robert Mugabe has created in Zimbabwe. Or East Germany compared to West Germany; same Germans, different political systems. It's the difference between a Trabant and a Mercedes.
Totalitarian political systems and communist economies can ruin ANY nation, no matter how much foreign aid they receive.
