The best place to look for a reputable breeder when buying a dog in the UK is the Kennel Club. Those breeders registered with the Kennel Club have agreed to comply with a strict code of ethics.

Pedigree papers are given to puppies after they have been Kennel Club registered by their breeder. Puppies can only be registered if they are 100% pure-bred, are a recognised breed and if both of their parents were also Kennel Club registered. If you were not given pedigree papers by the breeder when you bought your Dog then it is unlikely that your Dog is Kennel Club registered and so it wouldn't be able to get papers. If your Dog is Kennel Club registered but you weren't given or lost the papers, for a fee you can usually contact the Kennel Club that your Dog is registered with and get a new copy.
Pedigrees (records of family history) cannot be purchased or sold. If your Dog is Kennel Club registered then it should come with it's pedigree and Kennel Club certificate. Dog's must be registered with the Kennel Club by the breeder and both of the Dog's parents must have also been Kennel Club registered to be able to register the puppies. If you have lost your Dog's pedigree then for a fee you can usually order a new one as most Kennel Club organisations keep records of registered Dogs.
Only pedigree/purebred dogs have papers, and the dog must be registered with a Kennel Club e.g. American Kennel Club, English Kennel Club. Not all purebreds have papers either, a puppy can only have papers if BOTH of it's parents themselves had pedigree papers. Unless your dog had two purebred parents of the same breed that each had pedigree papers, then you cannot get papers for your dog. Kennel Club registration papers and pedigree certificates should be given to you by the breeder if your dog is pedigree/Kennel Club registered. Papers cannot be purchased and so it is not likely that you will be able to retrieve them (if the breeder forgot to give you them etc.).
Your best bet is to contact a Kennel Club Accredited Breeder via the Kennel Club website. They will be able to put you in touch with responsible breeders in your area. Do not accept a backyard breeders puppy, or a puppy that has not had a health check.
