He had the best claim because he had more witnesses than William did when Edward supposedly promised him the throne 14 years earlier. He was a Saxon Baron in England and had been touted as the most likely successor many years prior to Edward's death. Other parties such as Harald Hardrada, the Viking King, had a generation old promise that had died out with his father.

Edgar Atheling may have had the best claim, as he was Edward's closest male blood relative. He never pursued his claim though, as he was only very young at the time of Edward's death.
