On the 4.6L engine. The starter solenoid is located on the passenger's side firewall. Next to the hood hinge. Just under the plastic hard shell cover. It's a black cover on the firewall. Pull cover off and you will see the solenoid relay switch.
It's on the starter. It's all one piece.

If your '99 Maxima will not start even after you have changed the starter, you might have a dead battery or a bad starter solenoid. You could also have an empty gas tank.
Follow the red wire from the battery. It goes to the starter solenoid on everything except maybe a nuclear submarine.

I have a 1998 Mercury Mystique and just the other day, my starter started to die. I am guessing that your starter is in the same place as mine, which is why you can not find it. Open the hood, and standing on the drivers side of the car, look down on the side of the engine. (through all the hoses.) You will see the solenoid, and then under that is where the starter is. It is a tough job to get to it if you do not know what you are doing.
* Disconnect the negative battery cable * Remove the air intake duct and the air cleaner housing assembly from the engine compartment * Disconnect the battery cable and the solenoid terminal connection from the starter solenoid * Remove the starter motor mounting bolts and detach the starter from the engine

The starter is located just behind the top end of the engine. I have a '99 king quad. Mine solenoid clicks too. I thought it was a loose wire because sometimes it would turn over but I took it in and was told i need a new stARter. they run about $75.
The starter is located directly below the distributor. Around there, you can look for a body that look like two cans, one smaller and one bigger(the bigger one is about and looks similar to a medium size clam chowder can). The smaller one(which has 3 wires attached to it) is the starter solenoid.
# Release hood latch and open hood. # Disconnect and isolate the battery negative cable # Hoist and support vehicle on safety stands. # Remove nut holding B+ terminal to starter solenoid # Disconnect solenoid connector from starter. # Remove bolts holding starter to transaxle bellhousing # Remove starter from bellhousing # Separate starter spacer from transaxle bellhousing. == # Place starter spacer in position on transaxle bellhousing, flange toward flywheel. # Place starter in position on bellhousing. # Install bolts to hold starter to transaxle bellhousing. # Connect solenoid connector into starter. # Install nut to hold B+ terminal to starter solenoid. # Lower vehicle. # Connect battery negative cable. # Verify starter operation.
