I just had the same problem with my wife's Buick - may be a similar fix. Take off the grill. The locking mechanism is just off-center and is a metal box. There is a slot in the front of that box that allows access to the latch. I used a (small) flat-headed screwdriver, inserted it into that slot, and gently twisted. The twisting pushed the latch open and allowed the hood to pop. .

The latch is broken, not the cable. You can still get to the cable where it is attached to the latch in the foot-well of the car. Grab the cable with a small vice-grip (or similar) and pull. I have had the same problem with my F-150. I just removed the lock mechanism. It is fairly easy, just 2 bolts. The cable was fine, it is just the locking mechanism is broken and will not stay locked. Try you Ford dealer or a local salvage yard to replace the latch.

You should be able to go through the grill from the outside and unscrew the four bolts or so on the hood release mechanism (reassuring huh?) If it is in the middle, you should be able to reach up from underneath and cut the cable and then pull the inside cable. If the latch end has pulled off, you may be able to trip the latch from underneath, or take the grill out and unbolt the latch.
