A Confederate Government is ruled by territories themselves. The Central Government is weak while the Territories' Governments have most of the power.
They just undergone a confederate system which gave the central government little power so they needed a stronger government.
The fear of a central government was based on the previous government of America, which was an oppressive monarchy. Americans were afraid that a strong central government would be just like being ruled by a king all over again.
I think you are referring to a Confederacy. In a Confederacy the States hold more power than the national government. This is the form of government the Confederate States espoused during the American Civil War.

A Confederation is a government in which the individual states have greater power than the central government, thus the Confederate States wanted to be opposite of the US government where the central government was obtaining more power over the individual states.
