It tells the rights of the U.S. citizens, and what they have the right to do. It gives the citizens some power.

It's not "who" but WHAT gives US citizens inalienable rights. The Constitution of the United States grants individuals unalienable rights to Life, Liberty, and the Pursuit of Happiness.
It gives American citizens the right of freedom of speech, press, assembly, and religion.

It gives America all their rights as citizens. Freedom of speech, right to remain silent (pleading the fifth) and more. Without the constitution and bill of rights, we would not have any rights and the government would easily tear us apart.
