The freedom to gather in public like all other civil liberties (not rights) is guaranteed by the 1st Amendment. But like all the other liberties and rights is not absolute. If the place for the gathering is public then it is subject to reasonable restrictions by the laws then in existence. As long as the gathering is for a lawful purpose, does not impede the use of the place by others and is given the OK by the public authorities it is probably fine. The local authorities have the right to limit the use, charge fees for it's use, extra police, insurance for cleanup and insurance, etc., as long as such rules and fees are imposed on all groups equally.
