Sounds like air in the brake lines or Power Steering fluid in the brake system instead of brake fluid.

if back brakes are drum i would think they are worn out not allowing pistons in wheel cylanders to return. also could be valve in master cylander.altho that would cause all brakes to lock up. if disk brakes your calipers need overhauling or replacing

You can replace the locking cylinder, on your 1994 Ford Thunderbird, by removing the inside door panel. The locking mechanism will be visible with the door panel removed.

I am having the same problem. Ist time overhauled calipers. Right front pads wore out quickly. Next replaced calipers, same deal right front is locked to the point where care shakes and cannot be driven. Thinking proportioning valve or master cylinder? Anyone ever run into this?
Sounds like you will have to replace the calipers now. Could be due to pushing the piston all the way back to insert the new pads. Rebuilds do not cost that much. This is a normal occurrence if the calipers are old.
It is possible the rubber lines at the calipers are collapsing causing a suction which will not allow the brakes to release. might want to check that. Had same issue replaced lines and calipers wheel bearing and found it to be an abs issue the pressure is not releasing
