Salt Lake City is the largest city in Utah. Hurricane (pronounced "hurikin" if you're local) is a small town in Southern Utah with about 10,000 residents. However, St. George has grown so large recently that it has begun to absorb Hurricane as part of it's outskirts.

An HOA -- home owners association -- is a business. It is lead by a board of directors, and possibly managed by a management company. Residents and owners are entitled contact with board members and the management company. For purposes of safety and security, many neighborhoods also share contact details with each other about each other. An HOA may publish a residents' contact list that includes contact details for all residents and owners. When an owner or resident does not want their contact details to appear in this list, they are entitled to 'opt out', so long as an emergency contact is available to the board and the manager.

The isolation index would therefore be on the order of 1 percent, rather than 50 percent.
