This is highly dependent on the operating system. Further, most operating systems rarely require you to find their utilities where they are stored but you can generally just invoke them the normal way for your OS.
For Windows they are likely scattered all over C:\WINDOWS.
Linux will usually keep its system utilities in /sbin and /usr/sbin.

Many times Explorer will remove or disable the Folder Option in Tools but there is a way to deal with it. If Folder Options is disabled but Registry Editor is still working in your system, then you can enable Folder Options by editing Windows Registry.

Click> tools then folder options
You or someone else may have taken off the option to hide system files. To check this when you're in a folder click the tools menu then folder options then view and check hide protected operating system files.
Go to windows explorer, click on tools-> folder options-> view. Select "show hidden files and folders" and remove the tick mark in "hide protected operating system files".Click OK. The folder can now be found at C:\RECYCLERS. Go there and delete the contents of the folder. Finally, go back to "folder options" and undo the changes. Click OK. Done.
Generally, folder options disappear due to virus
This setting controls whether each folder window is launched as a separate explorer task. The benefit of this method is that if one window has an error and crashes the others should be not be affected. The disadvantage is that it takes more system resources for each folder the main folder
