Congress holds the power to make laws. It also has the "Power of the Purse", which is the ability to fund the U.S. Congress can also declare war, and make sure the President and the Supreme Court do not abuse their power.
The United States Senate has the power to approve or reject individuals who have been nominated to the Supreme Court. Their power is outlined in Article 2 of the Constitution.
The U. S. Constitution is supreme power of the land. Therefore, it is supreme of the entire U. S. government.
Sovereignty
The president nominates a candidate for the position of Supreme Court justice. However, the US Senate must ratify the nomination before that person is sworn-in. Therefore, it is the Senate that holds the power, but the president is a part of the process.

The Supreme Court holds the power of judicial review, meaning it can declare a law unconstitutional. The law would then be repealed, checking the power of congress. (see Marbury V. Madison)
