This dell laptop will randomly open a slew of new windows when you try to exit a webpage's tab you get about 30 screens of the site you were trying to ex out How do you stop this?

It's not the laptop and it's not the web-browser - it's the web-site you are viewing.
Use control-alt-delete and then select Task Manager, to end the running of the browser.
And then, stay away from the site until you have selected "Disable pop-ups" in the browser's options/preferences panel.
I would avoid that site anyway, as such behaviour is not acceptable.
