Try replacing the flasher. Inexpensive and quick/easy to do.
If the turn signals will light up and only stay on, it's definitely the flasher, if not then the problem lies somewhere in the wiring, or the turn signal lever itself.
The turn signal relay may be the problem if the turn signals in a Ford vehicle are blinking slowly. This relay is usually part of the electronic control module located near the engine.

We had this problem. It turned out that moisture had gotten into the distributor cap. Once we replaced it, the problem stopped! I had the same problem with my 93 Ford Tempo and after Sears had replaced the battery, they did not completely tighten down the ground cable. Ford could have put a better battery terminal on the car as well, as it was a bear to tighten down.
