No. Boris Yeltsin was the leader of Russia as the Soviet Union was ending (note that he was the leader of the Russian part of the Soviet Union; he was not the leader of the Soviet Union itself), and then he was the first President of Russia after the breakup of the Soviet Union.
East Germany was ruled by Walter Ulbricht from 1950 until 1971, and then from 1971 until 1989 it was ruled by Erich Honecker. It was briefly ruled by Egon Krenz in 1989 as the country collapsed and reunified with West Germany.
