There was fighting in the Balkans in WWII but generally the term 'Balkan War' refers to the battles fought prior to WW ONE. The conflict(s) arose due to the gradual withdrawal of Turkey from the European continent, leaving a power vacuum. Various nations sprang up to try and fill the power void. Ethnic conflicts were myriad, as they remain today. Bulgaria, Romania, Serbia, Greece, Montenegro and Hungary - among others were at various times at war with each other or other parties. Outside powers such as Russia and Austria attempted to influence the politics of the region, generally with disastrous results. Trying to put some sence to this mess, the Austrian Empire expanded in this region. They granted Hungary an equal share of power in the Empire (thus becoming known to us as the Austro-Hungarian Empire). Austria was able to settle things for a while, but the strain was too great. Eventually the pre-WWI Balkan tensions generated general war, dragging Germany, Russia, France, Britain, Russia and eventually even the USA into the conflict of WWI. The already strained Austro-Hungarian Empire collapsed due to the war and has never been put back together.

Both battles were huge losses to the Germans. WWI was fought in the trenches. WWII saw huge tank battles.
